Q: Do this allow camera to be turned down toward the table for a student to view what instructor is doing? Pics don't show that view.

If your asking, can you rotate so that the camera faces down towards the table inorder to record a video, yes it does I have a Note 10+ phone and it holds it nicely while I record videos YT videos

Not really. The holder is pretty sturdy when clamped. For the price, it's way better than the cheap flexible type holders.
