Q: Is the water outlet supposed to fasten tightly onto the drainboard? I can't seem to attach it on.

I had a problem with that myself. It will snap into place. Look at the inside of the spout and you will see a grove around it and the outlet on the bottom of the drainboard has a raised ring on it. Kind of angle the base of the spout to the outlet and give it a bit of a turn and some pressure and it should go right on.

Q: How about its capacity, I'm afraid it's a little small.

It's big enough to hold a family's dishes and I'm happy with it.

Q: Does it fit under the top cupboard while holding dishes?

That depends on your cabinet heighth. It does not fit under mine when it has dishes in the top rack. I bought one for my oldest daughter for Christmas. It fits under her top cabinets with dishes in it. Measure the heighth of your cabinet and add the wideth of a plate and see if it will.
